The federal content management system
The Government Site Builder (GSB) is the central content management solution for websites of the German federal authorities. Version 11 of the GSB is based entirely on the open source CMS TYPO3 and thus offers a modern, secure and accessible platform for digital communication in public administration.
The standard solution enables the efficient creation of responsive websites and takes into account the technical requirements of the Barrier-free Information Technology Ordinance (BITV).
By using TYPO3, public authorities benefit from an active open source community in German-speaking countries, which ensures continuous further development and security updates. In addition, the widespread use of TYPO3 in the federal administration facilitates the migration of existing websites and enables editors and administrators to familiarise themselves with the system quickly.
GSB 11 is offered as standard software for public administration and can be used both in hosting by the ITZBund and as a distribution for in-house operation. Regular updates and security checks by the federal government guarantee a high level of security and stability of the platform.
Public Money, Public Code
The Government Site Builder 11 (GSB 11) exemplifies the principle of "public money, public code": as an open source solution, it is continuously developed further and the source code is made publicly accessible.
It is published via the central platform Open CoDE, which is operated by the Centre for Digital Sovereignty in Public Administration (ZenDiS). Authorities, educational establishments and other public institutions can not only use GSB 11 there, but also actively participate in its further development. The source code is available via the repository gitlab.opencode.de.
This openness promotes transparency, enables feedback from the community and strengthens the digital sovereignty of public administration. In the Coalition Agreement 2025, the German government expressly committed to promoting open source software in order to increase independence from proprietary solutions and strengthen innovation through collaborative development. GSB 11 is a concrete example of the implementation of this strategy.
