Strengthening digital sovereignty: Materna and powerful partner network win framework agreement

Dortmund, 22 May 2025: Open source-based Government Site Builder 11 as a standard solution for federal government users

Digital sovereignty plays a key role for Germany. The open source-based content management solution Government Site Builder 11 (GSB), which is available for the federal administration, also contributes to this. Materna has now won the framework contract awarded for GSB 11 for "Lot 3: Migration and relaunch including training". The subcontractors are 16 implementation partners who specialise in the TYPO3 technology used. The migration services for the approximately 530 users of the federal administration can be called up via the federal department stores'.

GSB 11 is a central building block for modern, sovereign web presences of federal organisations and a powerful content management system (CMS). It is a measure of the federal service consolidation of the Federal Ministry of the Interior and Homeland (BMI), based on the open source CMS TYPO3. TYPO3 impresses with its high level of security, flexible rights and workflow management and the ability to efficiently implement barrier-free and multilingual websites. In addition, the open source approach guarantees strategic independence from a single provider and adaptability to specific legal requirements.

Materna was chosen as the general contractor for the Lot 3 framework agreement. Materna has put together a partner network consisting of 16 implementation partners specialising in TYPO3. These will carry out the migration services together with Materna as the general contractor. In addition, the provider consortium is also developing customised classroom and online training courses for editors and administrators in order to quickly establish acceptance for the new system.

"Winning the framework agreement is another sign of the ITZBund's confidence in us. We are therefore particularly pleased that we have now also been awarded Lot 3 of the framework contract for the migration to TYPO3. We are already a long-standing realisation partner for web presences and digital business cards for the federal administration. Add to this the concentrated TYPO3 expertise of our partners and you have the ideal conditions for the planned migrations," says Materna CEO Michael Hagedorn.
